The Charities Bill received its first reading in the House of Lords on 26 May 2021. The Bill, which primarily amends the Charities Act 2011 but also amends other related legislation, aims to reduce unnecessary bureaucracy for charities in England and Wales, saving them time and money.
The Charity Commission has recently confirmed that it will be ready to implement the changes resulting from the Bill on a staggered basis. after the Charities Bill gains Royal Assent. Staggered implementation aims to allow time for charity trustees and the public to understand the changes. It will also ensure that the Commission has time to make the necessary operational changes arising from the Bill.
The Commission expects to produce at least 12 pieces of new or updated guidance for charity trustees, as well as over 20 pieces of new or updated internal guidance.
The Special Public Bill Committee will hear oral evidence on 14, 19, and 20 October 2021. Accordingly, it seems that progress of the Bill is steady and charities will not have to wait too much longer to see the changes implemented.
