Martyn’s Law is fundamentally about preparedness. The Terrorism (Protection of Premises) Act 2025 is intended to improve organisational preparedness and protective security across the UK, requiring those responsible for certain premises and events to take steps to prepare for the possibility of a terrorist attack and help keep people safe should one occur.

Understanding whether the Act applies to your organisation, and navigating the duties that follow, is a critical consideration. Determining whether premises or events fall within scope, identifying the responsible person, and understanding what procedures and measures are appropriate and reasonably practicable in your particular circumstances can be challenging, particularly as organisations begin preparing for commencement of the new regime.

The legislation is based on the assumption that a terrorist attack could occur anywhere. As a result, preparedness can no longer be viewed solely as an operational or security issue. For many organisations it will become an important part of wider governance, compliance and risk management arrangements.
