James is a partner in our commercial team and heads up the firm's procurement, competition and state aid practice.
As a procurement law specialist, James guides procurers throughout the procurement process to minimise the risk of challenges by unsuccessful bidders. Where problems arise, James helps devise strategies to manage their impact. Clients include central government departments, NHS trusts and foundation trusts, local authorities, educational establishments, utilities and other public sector bodies. He also regularly advises bidders, whether it be helping them prepare more effective tenders or challenging award decisions.
James co-edited the Government Procurement Review, first and second edition. He is listed as one of the leading practitioners in the field in Who's Who Legal – Government Contracts 2015.
- Advising Sainsbury's on its successful application for immunity from fines and throughout the OFT's subsequent 10 year investigation into suspecting price fixing in the tobacco industry
- Advising a major insurer on the OFT investigation into data exchange in the motor insurance industry.
- Defending a construction firm in its appeal against an £8m fine imposed for cover pricing / bid rigging in the construction industry, successfully securing a massive reduction in this fine
- Advising the administrators of JR Crompton on the investigation by the German, UK and EU competition authorities on their sale of the business to Glatfelter
